ANSU dictates on Press functioning

ITANAGAR, May 19: All Nyishi Students Union has dictated that the office of the Sentinel Arunachal be shifted out from Capital Region and Nyishi inhabited belt and president of the Arunachal Press Club and CEO of the newspaper in question Jarpum Gamlin resign from his post as president of the club.  

The diktat came a day after the Times of India issued an apology to the people of the state for its objectionable remarks that was published in its web edition of May four about the Nyishi tribe wherein the news item stated that Nabum Tuki, PCC president and PWD minister, considered to be the favorite candidate for Chief Minister ship belong to “Nyishi tribe which doesn’t enjoy good rapport among other tribes”.

The Union further in an  ultimatum to state Chief Secretary demanded that Pradeep Thakur, the journalist who is credited to have written the piece be arrested within 48 hours and clarify on what basis the story was filed.

Out of the blue, on May 6th, All Nyishi Students’ Union (ANSU) served a letter to President, Arunachal Press Club holding him morally responsible for the content of the news item published in Times of India. “….as President of APC you are responsible for co-ordinating with the media person of region and national daily…. We are deeply saddened with national media painting the Nyishi community in the bad light….. We are morally holding you responsible for such irresponsible reporting in ToI. …. Therefore you are asked to clarify to the office of the Union within 7 (seven) days”.

Following the turns of events, on May 13, the president of APC had submitted his resignation which was out-rightly rejected by the members of the press fraternity on the grounds that it was the press fraternity that unanimously elected him to the post and the decision pertaining to APC would be taken collectively by the members and not by any other organizations or individuals outside the purview of the press.

The press fraternity has taken strong exception to the demands made by the students union and said that it is an infringement on the freedom of press and violation of rights enshrined under the constitution of the country.  

The press fraternity has said that such ludicrous demands from any organization with an intension to curb the freedom of press are uncalled for and unacceptable.

The press fraternity further called on the right minded organizations and individuals to debate amongst themselves on the validity of the demands made by the ANSU to shift the office of Sentinel out of the Nyishi belt in a tribal state like Arunachal which is home to dozens of tribes.

 

Remains of Khandu immersed in Dikrong

ITANAGAR, May 19: The ashes from the mortal remains of Late Chief Minister Dorjee Khandu were immersed at Dikrong River near Doimukh today according to the Buddhist rituals.

The ash which was brought here on May 17 last from Tawang was kept in the official residence of the Chief Minister at Niti-vihar before it was taken this morning for immersion.  

Chief Minister Jarbom Gamlin along with his legislator colleagues, officers and well wishers accompanied the last remains of Late Khandu which was immersed by late Chief Minister’s wife Rinchin Drema and sons Pema Khandu and Tsering Tashi.

Apart from immersion in the rivers of the state, the ashes would be used and put in Chorten – Buddhist Stupas to be constructed in various places in the state as a mark of respect to the departed leader.

ITANAGAR, May 19: In a classic example of getting caught between the sea and the devil, Arunachal Press Club (APC) President Jarpum Gamlin today urged the press fraternity of the state to accept his resignation owing to allegations on him of being responsible for the inflammatory report in Times of India of May 4.

Earlier, Gamlin had submitted his resignation on May 13 following a letter seeking clarification from him for the ToI report from All Nyishi Students’ Union (ANSU) but members of APC and the Arunachal Pradesh Union of Working Journalists (APUWJ) had refused to accept it. But now, he said, his resignation has become all the more necessary with the latest demand for it coming from ANSU.

Standing by his decision to quit, Gamlin, however, said that he has been crystal clear in his dealings as the APC president and regretted that the press and its members were forced to go through a ‘rough time’ because of him, that too without his fault.

Citing one of the allegations on him that he had unilaterally restricted publication of a certain news, Gamlin said that it was an unfortunate assumption. He said that it was a unanimous decision keeping in mind the sensitiveness of the matter. There was no intent to hurt the sentiments of the Nyishis or challenge the authenticity of ANSU, he added.  “It is unfortunate that unanimous decisions of the house were squarely put on me as ‘dictatorial decision’ in public when the heat turned-on,” Gamlin said in his resignation letter while adding that he has nothing against ANSU nor has any ill-feeling against any community or individual.

Responding to another allegation that the newspaper owned by him did not carry the report of the ANSU rally organized against the ToI report on May 13, he clarified that owing to ‘hostile’ situation, offices of his newspaper was closed from May 9 to May 14. Therefore, there was no issue of The Sentinel Arunachal on that day, he pointed.On a sentimental note, the APC President expressed anguish for being singled out by ANSU.

“I too belong to a community that originated from Abotani. How can I think ill or act against the interest of the Nyishis?” he questioned.

Gamlin further reminded that he had been coordinating with Nyishi organizations in social activities.

“I had participated in a mock interview for APCS aspirants of Nyishi community here at the Science Centre. Later in a function at Nyikum Niya Hall, Nirjuli I was felicitated by the Nyishi Elite Society (NES). As far as Pradeep Thakur, the root of all the woes, is concerned, I need to clarify that I don’t know the person, never talked to him and even don’t know that he exists,” he added.

 

AAPPTF demands action after accident

ITANAGAR, May 19: The Secretary General of All Arunachal Pradesh Public Transport Federation (AAPPTF) Dobing Sonam has met with major accident at Chevrolet Car Showroom, Near Shiv Mandir yesterday.  AAPPTF in a meeting held in its office at Papu Nallah, Naralagun today alleged that the accident occurred due to negligence on the part of the owner of the Showroom. Dobing reportedly dashed upon the glass door of the showroom and received multiple injuries and is recuperating in a city hospital. Questioning the security and safety of customers, the Union alleged that there is no first aid box to tackle such emergency cases, no attendant, security guard and chowkidar at exit and entrance gate of the showroom.

It urged the proprietor to take up necessary precaution in the showroom to avert such incident in near future.

 

Reach out to people: BJP

ITANAGAR, May 19: The Bharatiya Janata Party Arunachal Pradesh General Secretary-in-charge organization Tai Tagak has called upon the party cadres to strengthen the party in Tirap and Changlang districts. He was addressing a series of party meetings during his three-day tour to both the districts in order to review party organisation  from May 15.

He said the party cadres should take up the issues of public concern  and reach out to the villages  to redress their various grievances  in the field of education, health, safe drinking water, community assets, self- employment ventures.

He also emphasized on sensitization of the people on the various schemes launched by the government and financial institutions. Unless people are sensitized and actively participated in the  development activities, the real development would remain a distant dream, he said.

Highlighting the  contributions of previous NDA Govt at Centre towards nation building, the the BJP GS said that the people of the state by and large accepted the BJP as the best and disciplined party today. The party leaders and workers should reach out to the people to be acquainted with their grievances, he said.  The BJP also welcomed the initiatives of the state PWD and appreciated the work progress  for  two lane road connectivity between Margreta to Changlang, the district Headquarter. It said the dream projects and policy initiated during previous NDA govt. is getting its shape.

Meanwhile, the BJP urged the Jarbom Gamlin led state government to pursue with the Assam Govt for renovation of the decade old dilapidated Joipur - Khonsa road via Deomali. The DONER ministry should be apprised of this important road  for  appropriate action, the  party said. The BJP also demanded the state government for pro-active measures for time bound implementation of the proposed road from Margreta to  Deomali which would provide  good road connectivity amongst several districts in the Eastern Arunachal.

 

Adult literacy and awareness progs

ITANAGAR, May 19: The Upper Subansiri district literary mission authority in collaboration with State Institutes of Rural Development (SIRD), Itanagar, organized training programme-cum-awareness camps for the non-literate persons in each and every block of the district under capacity building training programme of BRGF from May 2 to 15 last.

The programme which started from Daporijo block covered all the interior blocks, ended at Dumporijo with an objective to create awareness in the society about the need of education among the non-literate persons and to eradicate illiteracy from the state.

Large numbers of PRI members, workers and volunteers and public were present in the different blocks HQ during the awareness programme.

 

Training on beauty care begins

ITANAGAR, May 19: A 21-days Vocational Training Programme on Beauty Care began at National Youth Project (NYP) training hall here today.

A total of 25 unemployed youths are attending the three-week-long training programme.

Various techniques of beauty care will be imparted to the trainees under the supervision of capable master and faculty members.

Two days exposure visits to nearby market areas will also be conduct for the better understanding of the topics.

Earlier, inaugurating the training State Director, Khadi and Village Industries Commission P K Behera motivated the youths and asked them to be self- employed. He also informed about various schemes of KVIC for promotion of self employment.

The training being conducted by NYP under the sponsorship of National Council of Rural Institute (NCRI) under the Union Ministry of Human Resource Development.

 

Govt. servants to stay at their

posting place: DC

SEPPA, May 19: Various developmental activities and law and order issues were reviewed in a coordination meeting held by East Kameng Deputy Commissioner Tope Bam with all heads of department of the district at Kameng Hall, Seppa on May 18.

Addressing the meeting, Bam urged the HoDs to put forward their constructive suggestions for smooth functioning of the depts. He also stressed on collective efforts with accountability as Govt. servants. He further urged the heads of the department to ensure that their staffs stay at their posting place and obtain permission from the concerned administrative officers before leaving the station.

The DC also instructed the administrative officers not to certify without physical verification of PDS items and also the concerned department to see that PDS items are made available to the people. He also asked the SP to take action against violators of executive order which prohibited playing dice, lottery and Housie in the district.

On encroachment of Govt. land, he urged the HoDs not to be mute spectators in case of encroaching their quarters or office premises. They should report to the administration with correct information. For this, he sought the whole-hearted co-operation and support of the elected representatives and PRI members of the district in solving the land encroachment problem. Further, he informed that necessary process has been initiated for procurement of land which was earlier under the SSB and the Committee entrusted examined the estimated value of the assets.

SP Kime Aya  informed that the perspective five year plan about requirement of police personnel and upgradation of police stations has been forwarded to the Govt. wherein it was proposed to have A class police station with infrastructural facilities in DC HQ, B class in ADC/SDO HQ and C class CO Headquarter including Pakke-Kessang and Bana check post. He sought  coopertion from one and all  and said that efforts should be reformative rather than punitive to dealt with the violators of laws.

He also urged the teachers to play a pivotal role in moulding the youths as  future citizens.  In order to minimize the crime rate, he suggested insntallation of high tower light in vulnerable places, proper functioning of telephone  and mobile services with broad-band connection.

Heads of the department also spoke and highlighted the activities of  their respective department.

Prospect of paddy cum fish culture

Paddy cum fish culture generate gainful employment for both skilled and unskilled youths. In India rice is grown in 43.7 m ha of which about 40 per cent areas are rainfed lowlands, mostly (14.6 m ha) located in the eastern India. The productivity of rainfed lowland rice largely cultivated as mono-crop, is around 1.5 t/ha due to different abiotic, biotic and socio-economic constraints. It can ensure food, nutritional, economic and employment security for farmers. A substantial portion of about 4.5 m ha in the eastern India is suitable for the system. The details are as follows:

Field selection and design

Trench/ fishpond: For construction of fish pond/trench, the topsoil is deposited in the area selected for paddy cultivation to elevate the bed of the paddy plot. The rest-excavated soil is used for construction of perimeter dyke. During construction of the perimeter and lateral trenches a side slope of 1:1 (horizontal: vertical) is to be maintained.  On the other hand for the construction of the central pond 1.5:1 (horizontal: vertical) side slope is to be maintained. Inner pond embankment is not constructed to give free access to the cultured fish to the paddy field from the pond/trench.

The perimeter dyke is to be constructed in such a way that it can resist the water current, withstand weather conditions and can give protection to the cultured fish stock. To maintain desired water level in the pond water inlet and out let may be constructed with provision for preventing the escaping of cultured fish and also preventing the entry of unwanted organisms to the fishpond from the out side.  Site should be medium deepwater (upto 50 cm water depth) low land. However, 10-20 cm excess water situations are also suitable.

  •  It should be free from heavy flooding.
  •  Farm having clay soil with shaped field with and area for half to one hectare for more is desirable.

Production methodologies

Perimeter trench type: Fish pond/ trench of this type are dug out when the plot is centrally elevated. The trench size should be 1/5th of the total area. Normally depth of the trench is kept at 1.0 m but it may be more based on the topography of the land.

The area of the perimeter dyke is kept within a range of 1/9th – 1/8th of the plot area. The height of the dyke should be minimum 1 m, but it may be more based on the flood level of the area. Normally 0.5 m more height above the high flood level of the locality is suitable for the perimeter dyke.

General design:

Total area of the plot (70 m X 72 m) : 0.51 ha

Trench/ fish pond :

Total length of the perimeter trench  : 170 m

Top width : 6 m

Bottom width                                        : 3.0 m

Depth of trench                                    : 1.0 m

Total trench area (6 m X 170 m)          : 0.11 ha.

Dyke:

Total length of the dyke                : 180 m

Base width                                        : 3 m

Crest width                                       : 1 m

Average height                                     : 1 m

Total dyke area (3 m X 180 m)             : 0.06 ha.

Paddy plot:

Length of the paddy plot                    : 60 m

Breadth of the paddy plot                   : 56 m

Total paddy area (60 m X 56 m)           : 0.34 ha.

Rice: The package of practices as recommended by the Krishi Vigyan Kendra, Lohit district for both the crops may be followed. Grow high yielding, intermediate height or tall, long duration photoperiod-sensitive rice varieties with inbuilt tolerance to pest and diseases. Rice varieties such as Ranjit, Rongadoria, Govind, Lachit and Jalashree for Arunachal would be better.

  • Apply FYM @ 5t/ha at the time of land preparation.
  • Sow in dry condition well before the monsoon using 75 to 100 kg seed/ha. Use a spacing of 20 cm in between rows. Line seeding, preferably dibble seeding using 4-5 seed is desirable. Transplant if required, early by using aged and healthy seedlings.
  •       Apply fertilizer @ 40:20:20 kg NPK/ha during sowing. However, in comparatively shallow water condition, apply 50% N at seeding and the rest after weeding.
  •      Do weeding with finger weeder in dry condition and/or with cono weeder in 5-10 cm standing water. Fill the gap with seedling in sparse area. Avoid insecticides and herbicides. Use sex pheromone traps and light traps to monitor and control yellow stem borer and other insects. Use neem based botanicals @ 1% for controlling stem borer pest.

Fish: Release fingerlings(3-4 inches size) of catla, rohu, mrigal, common carp, silver carp.

  •   Release fish (carps) at 10,000/ha of water area. Among fish species, maintain a ratio of 35% surface feeder (catla and silver carp), 35% column feeder (rohu) and 30% bottom feeder (mrigal and common carp).
  •   Apply cow dung @ 6-10 t/ha and 300-500 kg lime/ha of water in monthly split doses.
  •  Feed the stock daily @ 2% of body weight of fish with a mixture containing 80% of oil cake + rice bran (1:1) and 5% of fish meal.

Other crops: Grow crops such as watermelon, groundnut, sunflower, sesamum, mung bean, cowpea, okra, pumpkin, bitter gourd, poi(Basella) with limited irrigation from stored rainwater in the micro-watershed.

On bunds vegetables such as okra, Gourd, radish, brinjal and leafy vegetables before and during the wet season can be cultivated. During winter vegetables such as tomato, French bean, radish, bitter gourd, cucumber, cauliflower, cabbage, brinjal, pumkin and leafy vegetables are also recommended.

Besides all these Agro-forestry, Apiculture, Poultry, Duckery, Goatery are also can be done.

Productivity

  •  Rice-fish farming system can annually produce food crops, fish and meat, eggs besides, flowers, wood and animal feed as rice straw from 0.5 hectare of farm area.
  •  The net income will be ‘40,000 in the first year. This will increase to   80,000- 1,00,000 or more in the following years. Thus, this system increases farm productivity by more than 10 times, and net income upto 20 folds over the traditional system of rice farming. Rice-fish system generates additional farm employment also.
  •  Conversion of very low-lying unproductive land into productive units through proper planning. The system is ecofriendly and its different components like rice, fish, prawn, birds, animal leading to recycling of wastes of one another. Such interactions results in enrichment of soil nutrient status, better crop nutrient and bio-control of weeds and other rice pests and ultimately increase rice yield besides, reduction in pesticides and chemical fertilizers use. The policy is to take every possible step to ensure the return of all resources to the productive system for increasing protein food production. Demand for polytechnic supported

ITANAGAR, May 18: While supporting the demand of Dibang Adi Students Union (DASU) for establishment of a polytechnic in Dambuk, the executive body of Dibang Adi Youth Association (DAYA) said that many a times the development activities were being neglected by the state Govt. on the ground of communication problem in Dambuk. “But this time we will not consider communication problem as the hindrance for establishing Polytechnic in Dambuk”, the Union added. The Union further said that all developmental activities should be decentralized and shared equally among all the regions of the district.

ITANAGAR, May 18: Village welfare committee of Nyorch-Tarajuli has strictly prohibited fishing along the Nyorch River and hunting under Borum panchayat jurisdiction.

 

International Museum Day

ITANAGAR: Directorate of Research, Itanagar has observed international Museum Day today at JN State Museum conference hall.

Speaking on the occasion, Director of Research Tage Tada highlighted about the modern concept of Museum and its changing conditions, values and ideas. He also added that despite diverse nature of museum and its collection, the museum’s commitment to serve the people, both present and future generation is paramount.

Deputy Director, B Pertin said that every art, monument or museum is testimony of a living symbol of history.

On the occasion, tree plantation was also carried out at the premises of state museum and heritage research building by the staff of research department.

 

Recruitment of Hawaldar Education in Army

ITANAGAR: Recruitment of Havidar Education   in the Army Educational Corps in Group X and Y will be carried out by Recruiting Officer (HQ) Shillong from June 27 to July 02. Written exam of the selected candidates will be conducted on July 31 2011.

We are still confused

Dear Editor,

Thanks to our new chief minister for taking up the issue of media reports about Nyishi community and bringing the solution.

The Times of India has mentioned that everything published was based on assessment of political circle. If the report was based on political circle, then are our elected representatives playing a communal politics? We don't mind a CM is from which community but this report has brought many questions to our mind. We are still confused.

Dear Editor,

In his letter titled "Stop the war of words"( 19 May), Mudang Obing asks the editor to stop publishing my protests against letters. Neither is I the editor of Arunachal Times, nor Obing. So neither do I hold any authority to demand from the editor that my letters should definitely be published, nor Obing possesses any moral right to command the editor to stop publishing my opinions.

Whether my letters will see the light of the day or not is the sole prerogative of the editor. Instead of engaging in a personal attack to malign me or trying to influence the editor to gag my voice, what Obing can do is to prove my comments wrong and himself offer a "better opinion" on the subject.

Why don't the likes of Obing leave the task of censorship to the editor of Arunachal Times?

It is annoying

Dear Editor,

‘ Reader’s forum’ is an important space given by your paper for the reader to express their opinions. The opinions are best readable when it carries the topic on current political affairs of the state and the nation, the social and cultural affairs of Arunachal, the views on programme and policies of the govt etc.

But it is annoying when person like Kajal Chatterjee et all goes on writing on daily basis regarding the matters related to Kolkata and West Bengal and criticism on our national language the 'Hindi' and its popularity in Arunachal Pradesh. Enough is enough ! Let the writers like Kajal Chatterjee share their opinion in papers and journal published in Kolkata. Spare the precious space of your daily for opinions of readers on the matter related to our mother state.

Give justice to my daughter

Dear Editor,

I would like to remind every citizen of Arunachal Pradesh and our nation regarding the helplessness of a poor father and his victimized daughter. If anyone remembers the headlines of Jan 14, 2011, it contained an incident regarding the rape of my daughter by her maternal uncle EE(PHED) Kirpa Pertin at Hotel Ballerina, Tinsukia on Jan 9.

I had filed an FIR at PS Roing which was forwarded to Tinsukia PS and the case was registered vide FIR No.30 under section 376 dated 11/01/11. All required formalities for necessary investigation were fulfilled by us.

An appeal was made to the  MP (eastern parliamentary), MP (Rajya Sabha) and copies were forwarded to the  Chief Minister, Ministers Home, Ministers PHED, MLA 42nd Dambuk, MLA 43rd Roing AC, Chief Secretary , Commissioner PHED, Secretary PHED, C.E.(PHED), S.E.(PHED), DC Roing, ABK President but none responded.

No action has been taken by the Government against the culprit Kirpa Pertin till now. I feel fully humiliated and dejected. Should we keep our hopes alive or is it again that Money and Power buries the cries of the poor and the helpless?

It seems the culprit Kirpa Pertin has taken bail at Guwahati High Court vide 438 CrPc without even getting arrested after absconding for 3 months  and is now moving freely and shamelessly without any sign of guilt or remorse.

At the time of incident, he was working as EE (PHED) Khonsa and has been posted at Itanagar recently.

It is an appeal to every responsible citizen, voluntary organization, officers, student bodies, responsible NGO’s to kindly bear the cries of a poor father and his daughter.

I would especially appeal to the Govt. of Arunachal Pradesh, DC Roing, Women Welfare Societies, AAPSU, Adi Baane Kebang, AdiSU, DASU and every responsible citizen of our state to help me get justice.

Let us all check such kinds of evils. If today it is my daughter then tomorrow it can be your daughter, your sister or your mother. I am poor but not coward. I shall fight for my daughter’s justice till my last breath and do anything up to my limits even if law fails.

Good luck to Alliance Air

I want to take a moment to thank our state government for suspending the ill fated Pawan Hans air service(PHHL) in our state.
